The Regional Government of Castilla y León has presented in Paredes de Nava the Territorial Development Program of Tierra de Campos 2024-2031, aimed at promoting industrialization, entrepreneurship and quality of life in 206 municipalities of León, Palencia, Valladolid and Zamora, where NODDO will play an essential role in the development of innovative projects in the region.

The Minister of Economy and Finance, Carlos Fernández Carriedo, presented in Paredes de Nava (Palencia) the Territorial Development Program for Tierra de Campos (2024-2031), whose main objective is to favor the economic development of the 206 municipalities of León, Palencia, Valladolid and Zamora included in the territorial scope of this program to promote business activity and employment. The program is valid for a period of eight years and provides for a mid-term review of its measures and their degree of implementation four years after its entry into force.
An initial amount of 63,195,000 Euros will be allocated to finance the planned actions. The contribution of the Junta de Castilla y León, through the different departments involved, will be 48,395,000 euros. For their part, the provincial councils of Palencia and Valladolid will contribute 4.4 million euros each, and the provincial councils of León and Zamora will assume a contribution of 3 million euros per institution, with a combined contribution of 14,800,000 euros. Likewise, the plan estimates that private resources and investments of 30 million Euros will be obtained, which will mean a total mobilization of resources close to 91.5 million Euros, between public and private resources.
To achieve this economic and business development, a series of measures are contemplated to promote, using the endogenous resources of the territory, the establishment of new companies and the growth of existing ones, with special attention to the self-employed and SMEs. The planned actions also aim to promote the development of innovative projects and new activities linked to the circular economy and technological development, thus favoring the diversification of the productive fabric and the creation of quality employment, and with it the demographic growth and the improvement of the quality of life of its inhabitants.
Likewise, in order to promote synergies and achieve greater efficiency in the actions, it is planned to strengthen institutional collaboration and coordination between the public administrations involved in the territory, the Local Action Groups, the Professional Agricultural Organizations, the cooperatives, the Social Dialogue Agents, and the other public and private entities that carry out their activities in the territory.
The event was attended by representatives of the Provincial Council, mayors of the municipalities, local action groups, representatives of economic and social agents, the Chamber of Commerce of Palencia, Technology Centers, OPAS, the Foundation for Business Anchorage and Training for Employment, the Department of Geography of the UVA and heads of the various departments of the Board with competence in the program.
Program potential
The plan focuses on the promotion of business and industrial activities through cross-cutting and specific measures in four key areas:
- Agricultural production and innovation: Transformation of local products, use of agricultural waste and support for R&D&I through the NODDO Network.
- Heritage, tourism and cultural industries: Promotion of heritage restoration, tourism promotion, bicycle tourism and cultural activities.
- Sustainable energies: Creation of energy communities and promotion of agricultural projects that reduce energy dependence.
- Housing and habitat: Increase in public rental housing, housing rehabilitation and promotion of sustainable housing solutions.
The Innovative Projects Bank will be a key instrument for identifying viable initiatives, while the “Tierra de Campos” offices will provide technical and financial advice, in addition to coordinating project implementation.
NODDO’s role
The NODDO NetworkNetwork, made up of the nine technology centers of Castilla y León, plays an essential role in the development of innovative projects in the region, with an investment of 1.2 million euros during the life of the program. This reinforces the commitment to the circular economy, technological progress and the promotion of quality employment .
Expected impact
The program seeks to promote entrepreneurship with incentives such as grants of 15,000 euros for entrepreneurs, bonuses on industrial land and administrative facilities for new projects. These measures are expected to stimulate the productive fabric, attract investment, create jobs and fix the population in this extensive rural territory.
This program represents a pioneering initiative of coordination between public institutions, local agents and private entities to promote sustainable and equitable development in Tierra de Campos.
Plan Coordination
The Junta, through the ICECYL, will create the Tierra de Campos Offices as intervention mechanisms from the territory. The offices will promote and coordinate the first portfolio of initiatives included in the Program through the ‘Bank of innovative projects’, providing support, technical and financial advice, and monitoring of the initially defined business projects, as well as those that arise during the life of the Plan and are linked to Tierra de Campos.
Likewise, in order to achieve the goals foreseen in this Program, the participation and coordinated work of the main actors of the territory is required, such as the five Local Action Groups: ADESCAS, ARADUEY, ADRI VALLADOLID NORTE, ASOCIACIÓN COLECTIVO TIERRA DE CAMPOS and ADRI PALOMARES, and the coordination of all the resources, both public and private.
Finally, for the ordinary follow-up of the actions contemplated in the Program, a co-governance commission will be set up, made up by the Junta de Castilla y León, through its management centers, entities and competent bodies, and the provincial councils of León, Palencia, Valladolid and Zamora. The Fundación para el Anclaje Empresarial y la Formación para el Empleo de Castilla y León will provide the technical and administrative support required for the design, execution and management of those actions related to the program determined by the co-governance committee.
